Êsè-lona Bî (/ˈɘsè/ /ˈlona/ [absence] [process; procedure]) is a temperate Town located in the Vêshëcehê Zone of the Union of Engineers.
The name Êsè-lona Bî is derived from the Iron Elvish language, as Êsè-lona Bî was founded by Trtèj Zesmesê, who was culturaly Iron Elven.
Climate
Êsè-lona Bî has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a cold 10°C (50°F). Êsè-lona Bî receives an average of 280 cm/y (110 in/y) of precipitation, most of which comes in the form of rain during the spring. Êsè-lona Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 452 m (1482 ft) above sea level.
Overview
Êsè-lona Bî was founded durring the early 13th century in winter of the year 1238, by Trtèj Zesmesê. The establishment of Êsè-lona Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Trtèj Zesmesê struck deals with nearby nations and communities to establish Êsè-lona Bî as a prison colony.
Êsè-lona Bî was built using the conventions of Iron Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Êsè-lona Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Êsè-lona Bî is is constructed arround a series of broad paverstone mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. The timber-based walls has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Something in your gut tells you that you may be unwelcome in Êsè-lona Bî. The town seems like it’s not showing you the side of itself it would show to others. People mostly ignore your questions. Many folks ask you to leave their establishments, even before you’ve walked inside them. You should probably listen to them, as every time you’re asked to leave the person asking you to leave has referenced the town’s patron divine in some way. The little voice in the back of your mind that tells you when you’re in danger feels like it’s just glaring at you and muttering about how stupid you are for even remaining in town.
Civic Infrastructure
Êsè-lona Bî has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Êsè-lona Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Êsè-lona Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Êsè-lona Bî's parks.
Êsè-lona Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Êsè-lona Bî.
Êsè-lona Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Êsè-lona Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Êsè-lona Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Êsè-lona Bî's public wards, blessings, and other arcane systems.
Êsè-lona Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Êsè-lona Bî's natural decorations nor waterways.
Êsè-lona Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Êsè-lona Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Êsè-lona Bî is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Êsè-lona Bî has a long tradition of martial expertise. This may be a crisply-organized history of skilled native levies, or it may be a natural belligerence in the people that leaves them familiar with bloodshed. While their neighbors and liege doubtless respect their talents, this very aptitude might make them more willing to turn to steel than prudence would advise.
Êsè-lona Bî's bank was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
Due to the actions of local Kami, autumn is skipped in Êsè-lona Bî.
The Skin Stitcher near Êsè-lona Bî are known to be almost tame, such that they can be put to domestic use.
